A driving instructor explains you the 3 stopping positions at controlled intersections:
1) Before the STOP line;
2) Before the crosswalk line or sidewalk (foot path);
3) Before where the two roads meet.
When coming to a stop before the stop line, slow and allow the STOP line to just roll under the front of the vehicle. When the STOP line disappears, bring the vehicle to a stop.
If there isn't a STOP line, but there is a crosswalk line, stop before the crosswalk line and scan for pedestrians and other road users before proceeding.
If there isn't a crosswalk line, but there is a sidewalk or foot path, stop before the side walk or foot path. Give the right-of-way to other road users and pedestrians before proceeding. If you are turning, ensure you shoulder (head) check immediately before executing the turn.

On most intersections, you will not be able to see he cross-traffic when you are stopped at the correct stopping position; therefore, you will have to move forward to see the cross-traffic.
If you cannot see the cross traffic at the intersection after coming to a complete stop at the correct stopping position, treat the intersection as a yield. In other words, creep forward until you can see. Give the right-of-way to all other vehicles and road users, and when the way is clear proceed.
